For those with weak eyes and lacking a microscope : the small print announced that the Banco Popular de Mexico had ceased all loan business : further, that it was being taken private on December 1st 2015 and thus customers should clear their funds before then to avoid getting them frozen and awkward to access.

In preparation for the closure of the Banco Popular de México, we have frozen all accounts with a balance of 0gc : this is to prevent customers inadvertently moving funds into the bank : if you have funds currently lodged with us, please move them out before December 1st 2015!
