As for sysnyster's orginal comment, I thought it was actually quite profound--it would be a nice balance feature that not just anyone could walk in off the street with a stolen credit card and completly overturn the map. Maybe a 3-6 month apprenticeship before you are allowed access to nobility missions or something.
