I agree with the Plank A.
For Plank B, at first I was against of any change. Then I run many many tests and I have came up with these results:
-Make it as CDV suggests: 50%/(number of ships/5).
-It will work great on the tail. Just raise the limit to 50 instead of 25 and it will also work on protecting newcomers from excessive attacks early on.
Here are my case study results:

Enters fame protection (at 50 fame) in 1277 attacks

A shipmaster with 3 ships and 7500 fame
Enters fame protection (at 50 fame) in 3 attacks

A shipmaster with 200 ships and 30M fame
His fame will drop to 5m in 143 attacks
As for the
protection issue for large shipmasters; it should not even be a discussion. Even a 1000 ships fleet, how much does it really cost? 65M? Okay, dig up a treasure, put 65M there and if you ever lose your entire fleet; build it again. You can't keep doing this? Np, Build as much as you can protect. After all, the efford needed to wipe entirely a fleet is surely greater than the effort needed to build it.
-Keep the 10%/number of ships/5 for Skirmish, no problem.
-Don't use fame criteria at Skirmish 1.0 for target selection. Wait till we see how it works first.
