Is it a cheat though? it seems like it would take a lot of effort to pull off, and there are no current rules against it. Just because no one else had thought of it doesn't mean it's a cheat. Maybe it is cheating, maybe it isn't. That's up to cj to decide. But in reality pulling off what he is describing would take thousands of turns and hundreds of thousands of materials, plus a significant GC investment.
In my opinion It is not a cheat while you would not be using the feature as intended the amount of effort involved to build and add guns and crew to that many ships is extremely significant. In addition as you state, the player would be using turns, GC, and resources and would definitely be reliant on and supporting the market system.
It is a feature of the game, and like I stated earlier, mostly just to help merchants with large fleet use spare turns to offset upkeep.
Anyone who operates or has operated 1000's of merchant ships, knows it really is not profitable as the OP is suggesting, but if you are trading with enough ships anyway, might as well use it, if you have spare turns and the cards.
My point is that the OP thought he figured out this strategy and thought it was an exploit, but instead of reporting it to a CJ to check and see
if it was acceptable games play or not, he assumed it was an exploit and started planning to try it, then suggested others try it.
I just don't see why you would make a post claiming you had found an exploit for players to try.
Perhaps the OP has a bunch of Forced Labor and Military service in his chest and was hoping this post would incite someone to try this out and drive sales up, but that's just pure speculation on my part.
