Mac, this last line in CJ's rules is what allows a couple of players here in the game to make as many accounts as they need.

With this carve out, a player can make themselves a whole guild and as long as they play each account to it's own benefit', it is allowed.

Now, we can do one or all of a few things.

1. Ignore them and hope they go away.

2. Start your own little army and fight fire with fire, wage port wars and overall cause disruption in Avonmora.

3. Move on to some other game that has rules more in line with what you are looking for.

The case has been made by many over the few and when you get down to the fine print, these guys are not breaking the rules regardless how unfair it seems to those who play only one account.

Here is a common list of when a milking/pushing rule violation occurs:

Someone...
-Uses multiple accounts.
-Utilizes friends that want to retire.
-Utilizes friends that want to play for him.
-Constantly takes advantage of his friends.

As you can see, unless this is a danger manipulation case or an arrangement to pass voodoo curses through the player market, we will rate whether or not you have violated this case taking in mind your character stature.

This is important because it is normal (for example) for an advanced player to allow a guild mate / friend to commandeer one of his ships. In the same time, if this is done by a smaller player (or even worse, a newcomer) in favour of an advanced player, this is blatant milking.

So a new player loses a huge amount of resources just so he manipulate danger and flag us doing 0 damage just so you get all the benefit. Exactly to the point, blatant milking.

So did Hightop get anything in return?

That's illogical. You are jumping to insane conclusion that require either PRO and WOE to be multis or PRO and WOE to have conspired to milk/push players.

No it doesn't.

Multi Accounts in same PC means different players who share the same computer/internet connection.

It allows players who share a computer to still be able to help the weaker account. It doesn't allow multi-accounting.
