bank is considered legal work and piracy is considered illelagly so in basic principle they aren't allowed to run any legal work because if we look at it pirates were hanged through out history and according to that logic it makes sense that they can't have bank
Using real world mechanics to argue for or against game mechanics is not, in my opinion, a good idea. What is important, is that not allowing pirates to operate banks have (again, in my opinion) negative consequenses for the game. I won't argue for giving pirates any special priveleges - paying less tax is more than sufficient in my opinion - but not allowing pirates to operate banks is too harsh. I can see the argument that closing a bank needs to have some sort of consequence, but if this can happen simply because someone miscalculated their danger rating and became pirates, that's too much.
Also, I believe there are some changes that would be good for the game, which is made less good by the fact that pirates cannot operate banks. For instance, I believe that a "Nation change barrier" should include people being forced to become pirates for some time before joining a new nation. This would be more acceptable if all banking operations didn't halt for that player during this period. I also believe that having fewer nations in the game would be agood idea. However, if that's the case, and one didn't like the banking laws of one's nation, entering an "untouched" nation would not be an option, but becoming a pirate, would. But if pirates cannot operate banks, that option would be closed, too, making the "fewer nation" suggestion less desireable.
Besides: If I lend you money, and then become pirate, there's always the alternative of making you pay me "unofficially". But that would be a lot of hazzle. Better to just let the pirates be able to run banks, too. I really see no in-game reason for why they shouldn't be able to do so.
