Never said it would. Said he might as well keep the permit and try later since I don't think he can get credits back. Even if he never does, he always has the option open to him.
What they could possibly do is allow players to buy, sell, and/or trade their own operating permits to others for either credits or whatever they want, but that's extremely iffy as well. The permits aren't meant to be commodities that are traded; they are supposed to be barriers to entry. Having the ability to trade/get rid of them and recoup some of the loss defeats the purpose in one sense, although that may be a very limited view of permits and I may be missing something.
