I also read his 2nd comment as more of a joke then actually agreeing with you-hence the :P emoji. And again, even IF his intent was to make a new way to raid a treasury, I have repeatedly explained that unless a nation was stupid, they could implement this law in a way that such a tactic would just be ineffective and pointless.

As for your third point-why say no to extra gold? I am quite happy with my stipend payment. But if my nation went to war, and there was a gold incentive for plundering, I might very well join in for some extra profit.

It was a joke in fact.

Honor points? What a joke. Its nothing more than fame as it can fall very easily. It might look good but it just means you know how to attack one player whereas gold shows your capability to take the opportunity to get a profit :)

Other than that this was intended to push naval warfare and diplomacy further into use and steer away from lesser means of obtaining a profit. I believe nations and the battle of ships should have more mechanics. Hence why i start with this suggestion.

developing diplomacy more is something I think really needs to be done. So adding something that would make wars at least somewhat serve a purpose is a good idea. Even if it ends up just being a temporary thing while we wait for the more development

First of all it is What and not WHat.

Second one of the things that should be worked on is connecting ship battles to protection/ attack of the port.

Another option is Flagship.

Besides this looks like another excuse for spamming war declarations and easy way to raid treasury of the former port owners and smaller nations. So instead of waiting 3 days to take those few millions from these countries I jsut become king make this law on 250K spamm war declaration on any active nation and light up 1 trader and on instance I drained those few millions of those poor little countries.

Considering all that accomplishes is just speeding up draining an inactive treasury, it doesn't really hurt anything. And honestly you won't need to do votes or this to get all the treasure fast, just raise stipends to max for king, and tax law the lowest and within a day your done-far faster and easier then the alternative-as even if we just give a country a 1M reserve, thats still 4 attacks or 16 turns wasted versus 0 turns with stipend. The better option is obvious here.

You do realize it costs rougly 10m to climb from citizen to marquess right? A few millions wouldnt do anything to help you.

And what pervents group of players joining active nation raising this law to the max and then declaring war on other nation again lighting 1 trader resulting in treasury drained wirh no power to fight aggainst it. This law makes no sense at all.

Besides why nation needs another way to motivate it's citizens to fight for it? If you are enjoying perks of that nation weather they are stipends or insurances or both or even just perks of 1 port and your rank then you should fight for it.

With this law only nations with 20 and more players could be safe from treasury raid although neither them could be 100% safe remember raid on Spain treasury? This law gives 0 perks to nations only to players whom want to raid someones treasury.

I know how they work and that's why there is no need for another way to do that. Besides with stipends it is spllit between attackers and attacked ones while with this law it would be easier and faster for stipends you need to wait 24 hours and with this you need few hours and extra turns
