There is not enough and will not be enough skirmishing going on to supply cargo this feature.
I was trying to work in Maha's Idea.
My thinking on this was that admin could sort skirmishes by percentage and generate NPC skirmish cargo based upon the frequency of cargo skirmished.
I would class cargo by to types - pure NPC cargo
and Skirmish variable NPC cargo
pure npc cargo is static - might generate randomly but prices and volumes are tied to pre determined values set by admin.
This cargo is always available.
Skirmish variable NPC cargo is tied to the amount of skirmishing going on. The more skirmishes happen the more of this cargo generates.
This is the really cheap cargo and it is limited in volumes and available first come first serve. To encourage supply when demand increases
I am suggesting a variable rate commission bonus for skirmishes. Eliminating it entirely is not however a deal breaker.
the commission mechanic is simple if it is just paid as a bonus during the skirmish, however tying it to sales and paying once the cargo moved would be pretty complicated. Therefore I suggest the following two options
a. Leave commissions out of the concept.
b. pays automatically in battle result.
percentage is based upon average daily sales volume of Skirmish variable NPC cargo on the black market
A battle result may show similar to this
PLUNDER !
-> You plundered 16,500 gold coins!
-> You earned an extra 35,000 thanks to Piracy!
-> you earned a 5% commission on cargo sold on the black market 825 gold coins
Your fame increased by 1,000!
so if the black market is in short supply of live skirmished cargo it may pay 10%
if supply is adequate it may pay 5%
if supply is abundant it may pay 1%
