The affects of most voodoo are permanent if your cast is successful if you are successful in your actions after you cast.
If I light you up and raid you, I am probably not going to give your ships and gc back. That seems pretty permanent to me.
In the case of most shipwright voodoo - expedition and master craftsmanship work in a similar fashion to this.
