Option 1) Title
Option 2) amount (limit 1,000,000)
Option 3) frequency (daily,weekly or one-time)
Option 4) turns limit (minimum 1000)
Option 5) Minimum influence
Option 6) Minimum Fame


As there are many options,there may be several Stipend laws as there are many titles, situations, etc.
