Eh, make it the lead escort. Hell have it alone and steal another one of Stan’s mows or one of phoenix’s. Their faces will be priceless to see a cutter flagship take a mow. 
And that would be interesting. Id have it as a port building or even a separate island dedicated to historical ships on the map. Once donated, cant be taken out except by the admin. That would be interesting. Travel to an island of history

Still think the owner should be able to dock their Flagship, controllers should not be able to dock another's flagship though.
