Treaty with empty nations

Cocoa Islamd just signed a peace treaty with Fiji.
The strange thing is, cocos island has no council or king. All there is are 2 inactives! So how can they sign a treaty??

most of Fiji's peace treaties are with empty nations. I agree it makes no sense and should be changed. Pretty sure Fiji is trying to get a treaty with every single nation.

To be honest it doesn't make any actual difference, but I still think it doesn't make sense for a nation to make a treaty with another that lacks any players.

But it doesn't hurt or help anyone so its not really a problem.

Well, Fiji has seven players and a king. I think signing peace treaties is a pastime like, for others, could be changing flag and becoming king of many Nations in a row, or collecting bounties, etc.

My point here is a nation that has its laws reset shouldn’t be able to make a treaty like it needs actual people to make a law change or adopt a law. Also, if the nation has no activities again then the treaties are voided just like laws are reset

But all of those things require some effort and time be spent, it would be more impressive if all those treaties being made are with active nations that have a leader who agrees to have a treaty. As it is now its just empty nations being put into a treaty that has no effect on anyone.
