Port Governor

Description
Every player can rise to become a Governor. As Governor of a port you get to see your name listed at the Court page while you also gets some extra privileges, like extra voting power.
How to become a Governor
A player must first attain the marquess rank. This will classify him as a noble and will make him a suitable candidate for the Governor position.
Secondly, the nation must have at least one port under its control, before a Governor can be assigned.
Once the two above requirements are met, then there are the following priority requirements versus other Marquesses of your country.
Priority A): Rightful King's Decree
A rightful King's choice receives the top priority when assigning Governors. If your nation has a Rightful King, then the Governors will be assigned based on his list, based on his priorities.
The player must be a Rightful King before the update for his choices to have validity.
If there is no Rightful King or if there are more ports than the listed persons, then Priority B comes into play.
Priority B): Governors preference
Every noble can declare his own preference by choosing which port he wishes to Govern. The Governor with the most influence will get the most preferred port of his list. In case there are more than one ports, the rest will be distributed again based on the priority granted by top influence.
If there are no preference lists, then the Priority C) emerges.
Priority C): Port by population
At this scenario, which is the rarest, the eligible Governors are listed by top influence. The Governor with the most influence, received the highest populated port which is also the Capital (for now). Then the Governor with the second highest influence receives the port with the second highest population, etc.
