Perhaps, it should cost turns. The greater the rank and influence of someone, the more turns it will require.

Finally, there could be a limit on how many times you can remove the same person from your nation. If you declare him once as a Pirate and then he manages to earn back his citizenship, he will enter a probation period for like 7 days where the King will not be able to remove him.

Maybe the king can propose the removal and allow a vote between the nations title holders. This would give the vote power some meaning and allow it to be used efficiently.

I believe that you have just come up with the intended purpose of the "Royal Court" voting system. Dukes, Governors and the king are the ranks that can propose new laws. Each of the Noble and Military classes has a certain "vote power". I'm kind of confused by the meaning of that phrase. Is it to be taken that a vote power of 20 = 20% of the total vote goes to the king for example? Or does it mean that when the king casts their one vote for a law, twenty votes for the law get added to the total number of votes. In addition, it looks like if the king is against the proposed law being voted on that if the vote is not at least 2 : 1 in favor of the law, the King can veto that law even if a majority of the people allowed to vote have voted to pass the law. I guess it could be thought of like this (please correct me if I am wrong Captn. Jack). Say, for example, that the Kings vote counts for 20 points. If, after all the others have voted, the score is 39 to 20 against the King. The King can still say the law does not pass even though he lost in total points. If the score is 40 to 20 against the King, he has to allow the law to pass. This still gives a player incentive to become King or Queen, but also allows the other voting members of that nation to over rule the King if enough of them don't support what he is trying to do. This allows a balance if the King got his position through the purchase of voodoo, or the king is acting against the will of the nation.

Wait if tax is collected wouldnt it be fair that there is ways for nations that are not as popular (my nation of iceland for example) to get money somehow???
