Nation Sanctioned Pirates

This is an extension of nation diplomacy. The king of the nation may give a royal seal, ships and gold to pirates that fly the black colors.
The pirate in question will receive less damage when attacked by an enemy nation and will be prevented from attacking any ship flying the colors of the sanctioning nation without giving back the seal.

Many here call themselves privateers but I don't know of any that actually operate that way.

In general I think this is a good idea.

perhaps nations could create their own bounty list that was only available to their sanctioned pirates.

You know how there used to be pirates that have a letter from a nation so that when they are captured they are treated as prisoners of war instead of hanged? Same idea but in game implementation.

In the days of fighting sail, a letter of marque and reprisal was a government license authorizing a person (known as a privateer) to attack and capture enemy vessels and bring them before admiralty courts for condemnation and sale.

Not against Pirates. It is for Pirates. A nation basically pays you through the Royal Stipends, you do your business (just not against the nation that is paying you)
