Paying mercenaries to attack someone is legal
But paying that person to allow you to attack them is illegal?

The Mercs take 100 credits for 100 attacks on a player (they will probably even take their ships)
A player takes 100 credits from me so that when I attack him he loses (whats the difference )

Also,most of if not all the senior players according to what I've been told give new playerz ships by having them leave the guild and attack them. (Danger Manipulation, Milking)

hiring mercs to attack someone else is somewhat like making a bounty, you aren't arranging a battle, theres a chance the merc will fail or wont follow through, hiring someone to attack you is arranging a battle, as for your other point I have not seen a senior player give a new player a ship, by them leaving a guild and attacking them, that would make them lose ships. again feel free to do this, when you get banned don't say I didn't warn you

If you pay a merc to attack someone you still dont know what the outcime will be forsure.. if you arrange an attack on yourself or someone else you know what the outcome will be esspecially when you are using voodoo to adjust the outcome

It is not illegal to zip from port to port to gain danger or cast voodoo on oneself to up your danger lvl and I think you will get your wish without hiring anyone to hit you.
If you are not getting the 'bites' you expect, put more gold in your purse and sweeten the bait. Very easy to do without risking rule violation

and to answer question although we all know that you know the answer since this is duplicate account senior players like myself (yes I am senior to players who just joined) will give/borrow ship to new player through legal ways of comandeer card and it is not breaking rules since developed player helping new player isn't consider milking while vice versa is considered milking.
