Your suggestion of "Every fleet you discovered" is not. Due to the tense of the action, the past particle "have" needs to be used. When spoken, most people will mistakenly pronounce the conjunction "you've" (you have) as just "you" and thus translate the phrase incorrectly.
The statements below are grammatically correct. The second and third statements are identical, with the only noted difference being that the third statement uses the conjunction "you've" instead of spelling out the two words.
Every fleet you discover will remain in port for 2 hours before vanishing.
Every fleet you have discovered will remain in port for 2 hours before vanishing.
Every fleet you've discovered will remain in port for 2 hours before vanishing.
