As one of the affected plantation owners, I can vouch for Dez description and its accuracy.
When Midway took control of Seaglory my operating permission was due. I tried to "Negotiate Extension" but screen said no negotiations because a Rightful King was not in place.

Now when I tried to negotiate after 3 days, I hit Negotiate Extension and am taken to a completely blank screen.

As I understood it, the Monarch only appoints a prefered post for when a citizen acquires Dukedom.

This was to prevent the oft-times unwanted and irritating shuffling around of Governors when influence gains or losses affected the previous 'pecking order' in which the game mechanic allocated governorships to that nations ports.

Given the current issue of OP's, I would think a direct default to the rightful monarch is the fairest method.

I was governor of vassburg.

When virgin islands took vassburg
I became governor of tortuga but as virgin islands had no governors i also remained governor of vassburg also.

This is intended game function, to prevent the current problem.

The difference here is either that the previous governor became king of the new nation. Or that there was no previous governor because the port went pirate in between.
Both occured so i cannot tell which resulted in the absence of a governor

Either way i expected the port to react as if it was under pirate control and require no permission. However it allows no action.

In the absence of an available governor.
It would seem king should be able to manage port permissions.

Even in absence of governorship it does not make sense function as no governance. So i do not think it should function as a pirate port does.

It also did not make sense for me to govern the port of a nation i did not belong to but at least the plant access was not blocked.

Whould it not make the most sense for king to also be the governor in the abscense of a governor.

It could simply be set to default to 15 mill as if the governor did not respond to an OP request within 72 hours.

Sadly, the bug thread will get a quicker response than posting this in the suggestion thread or general discussion thread. So may not technically be a bug, it is the proper thread for this.

In the absence of a governor, I'm still inclined for the OPs to act similar to a pirate port. Permissions are free, until a governor is appointed. Once appointed, those without current permissions, would have to negotiate.

I don't think a nation should get a free pass on collecting operating permissions if they don't have a governor there.

Now if the governor is just absent from the game, then well that makes sense for a king to step up. At least a player is appointed to the position.

I would say this qualifies as a bug. The feature wasn't designed to prevent Operating Permissions from being negotiated.
