Nice idea Mel. It would fit well as a pirate-only trait, added to the ships base trait. 'FALSE FLAG' was a real tactic so being able to get the jump mattered as clearing for quarters could take many minutes in which time a number of broadsides could be fired.

The alternative would be to grant this power to the lead ship in a pirate fleet. Not sure how simple that coding could be whereas traits coding already exists.

Another could be 'Boarding Party' which could act like levi assault bringing that round to an end in the pirates favour.

Can just tie it to the Flag itself. If your sporting the Black Flag its a perk you receive. As nations earn benefits based on rank, perhaps pirates can earn a % increase to the bonus dependent on the amount of days they have flown the black.

Up to a maximum pre-determined amount of course.

What about a 2% chance when a pirate wins a battle that he or she instigated to capture a random ship and cargo from the losing fleet, provided that the value of the pirate fleet's ships is less than that of the attacked? (Regardless of the # of ships the attacked owns)

not been at this long but i would think a pirate should be able to fight fleet against a single ship in its target (maybe randomly chosen) the idea of separating one from the heard.

I like all these ideas..esp roos and rnrmans being able to target and separate a particular ship from a fleet...Not something you could do every raid maybe but perhaps random chance to do so?
