This can be settled by teaching players to be more active on forums, which is up to training guilds and role models.
Simply put
The game is dying in public activity, and is turning into pendoria, where no one talks and thousands play. Its a deadzone thats silently active. Thats where the game cant be.
I used to be more active, but after a while, it became pointless. People just do 2 things, ignore you, or use what you said against you. It's toxic.

Since I stopped being a trader and started skirmishing, I have seen so many names i have never seen before playing. What does this tell me?
People dont want to come out of the shadows for fear that they will be targeted and all their hard work gone in a day because someone cast 1.2 million dollars worth of voodoo.
You want people to talk more? You want people to be more outwardly active? You have to fix the mechanic of if you talk we will gut you real quick. Maybe you cast on a port instead of over all, maybe there is a plunder daily limit. Looks like people are just afraid, but I could be wrong, ask my wife, it happens alot
