The impact would be largely dependant upon the game style, cost, prizes, wager types and limits etc.
But as stated without boundaries, there is nothing to stop 14yo Johnny using mum or dad's card to buy credits because he likes wagering on the skull and once won 50 credits.....
This country is the king of gamblers, we will bet on 2 flies crawling up a wall, but we conciously limit it where practicable to adults (and plenty of them have lost their house in the process).
Not wanting to be alarmist or create a nanny state, I'm a gambler myself at modest levels, just raising a concern.
There is no way to get a monetary return on the money you spend. So if you buy credits that money is already lost. You could win billions of gc in gambling and it won't change the fact that the money you used to pay for the credits is still a loss. You can't get it back.
