It says that operating permission will cost 15 million regardless of what was offered, which I assume is what happens. IMO, if you offer more than 15 million, this is reasonable - the governor gets less gc than offered, which is a penalty for not taking care of his business. However, if the offer is less than 15 million, I think it should resolve for the offered price. This is an incentive to respond to offers.
The person trying to get operating permission is already potentially disadvantaged by having to wait for two days. The governor should not get a higher payment because they didn't respond. The only way to avoid the larger payment is to make a new offer but that resets the 48 hr clock, further delaying the process.
