We are contemplating about it right now actually.
First of all, Governors are not tied to acres rental. We believe that a free market will act better here. We should not take lightly the managerial workload that would be required if there was one person handling all acres rental fees.
There was another idea, to let the first 20,000 acres that each port gets for free, without governor interference. Then for every other acre added by the officials (up to 30,000, through port buildings) we could give them to decide the fee. However, we do not really find a sufficiently good enough reason to do this. Governors already have the upper hand to control their port.
So, our leading idea here is to let the free market decide. It will also act as a balancing force. The minimum bid is 1gc and we are currently discussing the corruption fee, which should be about 20%. The rest will go to national coffers.
Regarding acres, we believe that this should be a public stat for everyone to see. Governors surely will need to know the acres of each player, to determine the permission offer for them. However, since acres is something that one could easily find out irl, we see no point hiding it.
