It's not air, it's nitrogen gas. It's to slow the oxidation process (slows the chips from going stale).

They could reduce the amount of gas and increase the number of chips, but this will reduce shelf-life of the product.

The exception to that being tornadoes. As I said many houses in Kansas have basements, because its one of the best places to be during a tornado. So no matter how good technology gets basements will be pretty good for old tornado alley. I mean I suppose maybe some day we could build houses that can withstand tornadoes, but I don't think that's anytime soon.

We can build houses that withstand tornadoes, but it's very expensive and/or looks like a bunker so we don't.

Around here we have quite a few houses with basements, if they're being built where the water table isn't too high. Most have a walk-out basement if they're building on a good slope. Generally, a basement is relatively cheap square footage. If you're putting in a crawl space, you've excavated at least half way, you're already bringing in a crew to make concrete walls about half the height of a basement, etc.
