While technically he is not a proxy at this time, if aid from VUDU allows him to retaliate more effectively against MERC, it is entirely feasible that he would be seen as and function as a proxy of VUDU, even if unofficially, especially if he has gotten himself involved in a declared war with them.

Take VUDU out of the scenario for a moment:

X player has declared a one man war against MERC because of an offense against him by a MERC member, and another guild gets involved in propping him up or defending him in his efforts for one reason or another. Said guild is acting on behalf of and through the player against MERC, and has become involved in the declared war, by proxy. MERC's retaliation against the guild for getting involved would be expected and reasonable, and the war front would broaden.

Whether MERC's actions against the player are a reasonable or unreasonable act of piracy worthy of rendering the player aid over at the possibility of a broader war (or in this case the possible resumption of hostilities), is the question the guild must answer before rendering aid to the offended player.

To be a proxy the proxy would have to be acting on behalf of and under the authority of the host organization. Providing support does not automatically make them a proxy. See USA neutrality prior to entry into WWII.

Additionally look at current events. The USA provides foreign aid to most nations in the world. There actions are independent and are not a proxy of the USA.
