To keep it short and sweet: I think Haron is right. Making pirate benefits require the black flag is bad because it removes access to some very interesting nation aspects of PG which are greatly enjoyable and greatly benefitiial to pirates. Pirates must realize they are not going to enjoy certain aspects of the game (eg. epic Tobacco Parties) but national shenanigans should not be one of the features withheld from pirates. Pirate nations are an exciting flavor of the game and an effective tool I've seen used to try to steal gold from national treasuries.
That being said I think the black flag should have some cool advantages for pirates but it should not be a requirement to be competitive as a pirate.
