Can change only every 3 days. This would give a better defence against Taxation.

you said it, but i remembered the last line.

taxation is part of gameplay since it is pvp in some ways. the gc goes to your nations treasure chest. stop paying and you gain hostility and get some unwanted results.
upkeep goes to Captain Jack; when the upkeep would be part of pvp with repercussions set in play i think being able to pay manually would not be a problem. What kind of repercussions do you recommend when the upkeep is neglected?

What I am suggesting to do is that, the upkeep is still done automatically, but you can change when you are gonna pay it, maybe paying it later, let's say the original time is 00.00 I can then change it to between 1.00 - 23.00(using 24-hour value), to limit abuse, by paying later, you pay an extra 10% for your next upkeep, and you can only change every 3 days.

So why would anyone want to do this?

As this topic seems to be in the Disapproved section of the forums, I believe ye be beating a dead horse. :xx

I think this horse was still-born from the very start.

Yes. Can't help that Guluere....er...Grimrock still wants to argue his point. Although, I find it interesting that it was moved to Disapproved on the same day it was created without an admin commenting.

The fact it took Deznuts, not my nuts! But Deznuts! to tell Grimrock that it was Disapproved is somewhat, bad. :D

Keep the suggestions coming Grimrock, like I said. However think about them before you post.

Do they sound too 'aggressive' on one side? - Obviously some voodoo is built to 'defend' one side or the other, however they do it so its still possible for the pirate to get the 'victim'...
Is there a way it can hurt Pirates and Merchants? - Most Voodoo Cards can hurt both sides of the fence - Thieving Magpie as an example.
Has it been mentioned before? - If so,simply suggest your idea there or bump up the topic.

Thats just my two cents.
