Rotten food targets ship so its common rarity is justified.
For Official List of demands, it was meant to be a total disaster. Once upon a time, the only way to keep reserves was by storing goods to warehouses. With this card, you could zero your enemy by casting numerous lists against his warehouses. This has in fact been done in the past to zero a handful players (mostly pirates).
When Gold Bars came out, by mistake, they were ignored by the card. Just like Rotten Food now. This perhaps further reduced the value of Official list of demands. Although it already lost most of its value as after all, the original purpose of the card was lost with banks and treasure hunt. The most you can now do, is to wreck someone's shipwright enterprise. Although it will still not have huge affects as ships market are present.
We speak for a rare card here. If we also except Gold Bars, then this card will be significantly weakened.
This post reminds me how safe the environment has became to a point that a majority considers this as normal. This reminds me of a valid point raised by Danik yesterday.
