It only affects one player. That player gets no stipend this time. Reducing that to a percentage devaluates the card greatly. It has to cut the ENTIRE stipend from the target to be a worthwhile card.

It is rare for a reason. I don't really think someone will have a daily intake of 10-20 of these to cast on nation members continuously.

Hopefully, this card replaces something currently in the voodoo pool and not just another add in that pollutes the stock.
I'm all for the voodoo hut and legendary voodoo and not in favor of adding to existing stock FWIW

I vote YES to this voodoo. Only to the first suggestion, not the add-on suggestions.

I like this but I'm worried it will convince nations to stop using stipends.

There seems to be 2 motives here:
1) remove the whole stipend so that the player gets no gold at update time: advantage for a raid?
2) make some gold by stealing it from a nation.

Now that I think about it: the Kidnap (legendary) suggestion could allow players steal from nation treasuries using their fleets.

If we have a legendary card that steals from nations then do we also need this one?

I disagree. There won't be a ton of these cards in the game (since its rare) and it only blocks 1 payment to 1 player. I think nations won't elect to get rid of stipends just to stop this card from blocking a few million coin.

This card would probably mainly be used for people doing raids around server midnight. I also see some use for pure retaliation. I don't mind this card in itself, apart from it "watering out" the deck of rare cards.

Anyway, I think that now is the time to concentrate our efforts on the legendary voodoo, and put these other suggestions on hold.

Here's an idea:
The card takes 20%-30% of the target's stipend or 20%-30% of the target's (manual) disbursement. Once a stipend or disbursement is stolen the card is removed. That way switching to manual disbursements doesn't avoid the attacker. In fact 25% of a stipend would be less than 25% of a disbursement (since they can't be more often than every 3 days). So this would encourage stipends rather than regular manual disbursements.

It would provide an interesting use for spies in a nation: if the time of a target's disbursement is known then the attacker can have a greater chance of stealing a portion.

In order for this card to work as help to do raids around server midnight, the entire stipend has to be stopped. If it just stops part of the stipends, that effect is gone. With that effect gone, I really don't see much use for this card.
