Hm. I like the fraud idea where a % is given back to the player who cast. But then again, I kinda want this to work like taxation. Where the target only loses and you don't gain.


I am thinking Embezzlement works.

Maybe Fraud is applied if the target has cast onto you before. Like another version of Avenge.

I was not reading correctly how you were suggesting avenge use.



you could add an extra investment in turns to achieve fraud - so as cast, the money gets Embezzled by some shady treasury accountant.
if you invest x turns x percentage of the funds find their way out to the caster.

I like the fraud part.

I dislike that the entire stipend is lost, this will make countries skeptical to use stipends. Perhaps only make the 25% lost, the amount taken by fraud.

Undercover is not a good idea imo.
