I think placing bounties is the new 'normal' for large merchants to divert attention away from themselves and let the bounty hunters work there chosen profession.

I agree with that bounties are the new norm for merchants. It also makes total sense.

Merchants are designed to make money not fight. If they are threatened their best move is to pay someone else to handle it. This is not cowardly, this is using the tools at their disposal.

Certainly I have. It is a great mechanic and designed to help combat those with little to lose by giving the bounty placer access to the bounty collectors voodoo.

I see no problem with it.

Yeah, but the bounty price matters, if the price for selling it on the market is higher than the bounty one offers they wouldn't/rarely do it. This also means that the merchant himself can cast it to save some money, or if he haven't have the voodoo, then he can place the bounty.
