It's good to use different recruitment incentives but may I suggest working the new players joining and active interaction. Use payouts and support growth, just be wary of those with questionable loyalties.

the stipends stopped just before the collapse of the usa when you invaded you realize that right they stopped in times of war to be paid eventually or whenever there was enough to pay them

Must have only been paid to players who were part of the USA Guild during the reign of Rothschild. I don't recall receiving any stipend payouts and I was an active US player during that time.
