I think this proposal has a bit of a flaw : a ship sinks at level 0 : so, if a lvl1 ship is covered by this card, it can never sink even if it loses its last level : but quite how does it keep sailing at level 0 ? Does it sink once the card expires? How do you repair it back to level1 ? I doubt the code can handle that currently, as level 1 is default on a new build, not as a upgrade level?

So, in practical terms, the card can not work as presently constructed, and would require a lot of code work to be made usable.. and then we ask, is that worth the effort for such a niche product? I think not.

Ok i think deleting every single one of these posts is being way too controlling and not letting the game flow. Anyways i think this decision is not good because ships are supposed to sink, something can't make them unsinkable, they're ships! -1

I think the proposal is to be taken as "If the ship is level one, it cannot be sunk nor lose a level". Which would be possible to implement.

Yet, not desireable, I think. This would, I believe, make stealing ships even more difficult and expensive than it already is. If you cannot sink the "tail" of a fleet, you cannot steal it's ships. No, I do no think this card would benefit the game. There are plenty of ways to protect your ships as it is.
