Laws can only affect own citizens.

Or
Hostility Fines
A player pays (X hostility w/ nation)*100 to the national treasury.
Basically, if I'm in France an I gain 7 hostility with France (my home country), I have to pay 700 gold coins to the nation of France. The max being 7,500gold. Countries can change the "*100" part per rank. So the King of X Country might be *1000 with a hard limit of 750,000gold in fines.

You can only affect your country's citizens with laws.

The only way to implement this, is to let other citizens to pay for the hostility removal. Which however is something which is done through voodoo.

CJ, I agree. Hostility is enough. No need to make it even more complex by adding additional problems and codes. A person is limited to the number of hits that they can do on another person in there nation. Why bother with penny amounts of gold coins for limited hits.

Pertaining hostility fines, the gold amount would be set by the nation. It would only be pennies if the nation only sets the multiplier to 100. The hard limit of 750,000 could also be increased. The code would also not be incredibly complex for this sort of system. The fine would only be applied at updates. As with all laws, this would only affect the nation's citizens. If I as France attacked another frenchman, I'd have to pay a fine for having that 10 extra hostility. Paying this fine wouldn't reduce the hostility though, only voodoo could do this. It could reduce hostility, I'm not sure on that one though.

I have read through this post. This does not strike me as a good idea. I think the hospitality is sufficient.
