Your first point was someone buying credits for skipping building times, implying they have credits to build the goldsmith. Exessive spending as Shaydo said, is not necessary. Just smart spending.

Is not building timed skipped with turns anyhow? The credits are just used to grease the palms of the workers to build it in the first place.

Yes credits are in fact only used as a build starting cost. Good point.
