How about the local militia captain? I believe most towns have some sort of regiments posted at small forts to ward against pirate raids.

maybe we can change the scenario a little bit. we are after all, tough women who's used to sailing the high seas and facing off countless male captains. maybe a bit of an adventurous streak or a greedy eye can convince us to steal some alleged snob's nice fob watch....and possibly getting caught in the process
