[No Bug] Treasure Lost 3 times in a week

I got this message in 3 different ports within 4 days:

Alas! Some bloody thief has found part of your treasure in -Port-! It seems that you lost about #### gold coins! Your gold will now remain safe for one week. You might want to bury it a bit better during this time to shrug off future attempts.

When it says my 'gold will now remain safe' does it mean only in this port? If so then there's no bug. I thought it would mean all my gold is safe... maybe I was wrong

"A player that loses any amount of his port treasure, enters full protection in the specific port for the period of 1 week (7 days)." Unfortunately, I believe it is just one port that is protected after a gold hound strikes. Banks will hopefully provide other options. My question is how do we find the people who hit our treasure?
