Technically, any attack of any kind could be a war declaration : its all in the response to it. Seemingly, casting Fugis/HN's and raiding folk is not 'war' its just 'fun' for those doing the raiding. Likewise, stealing ports is just 'tough love' or 'liberation'... how about you dont call it a 'war' and call it a 'police action' or 'peace-keeping mission' instead? My personal favorite was the 30-odd years of 'war' in Ulster which got called, rather quaintly, 'The Troubles'.
