On TK point of view, yes ports are not really owned but controlled. TK can choose to go to war over port ownership. IOM can choose to defend their new acquisition. Neither of them are wrong on the matter.
Who is entitled to control the port? The simple answer is, whoever can keep it. Considering the age of SHM and BS in the game and their resources, i think they can outlast the port war easily. Knowing VUDU, they will continue to hassle TK and Ravenlock after the loss for a long time.
Proposal: if TK and IOM/VUDU can agree on a monetary value to go peacefully and relinquish Baramas to IOM, that would be optimal.
Alternative: Vane comes in last minute for a new nation and control the port !
