It's actually fine to leave it at level 4 for trade ships as long as you remember to relevel them when they get deleveled, if it's his war fleet, well, its his fault.

It was his war fleet. He had no tails on the trade fleets of LMM and only had 350k on hand

I wish I knew 90% of game mechanics. Unless you are a developer for this game, I suspect that even the brightest minds in this game don't know 90% of the game mechanics.
