There is a lot of research around concerning optimum group sizes. A chunk of it comes from the military looking at command efficiency but there is an overlap.
There seems to be clear points where size inhibits participation in discussions/decisions. It mirrors the points where command structures fail too.

I think similar constraints affect the nation state as well.

To me, educated would be anyone who can do all of the following.

Read and write in at least one language, as well as speak a language(pardons may be given for disabilities-blind, deaf, no hands etc.)
basic math skills. addition, subtraction, multiply, division.
basic science understanding.
some other stuff I'm probably over looking. Honestly anyone who passes high school probably fits my definition. So long as they don't believe any crazy crap, like flat earth, anti-vax etc.

But yes, it could be trouble determine what is and isn't sufficient education. Some would want higher standards, some may want none.

My point, and once again ONLY playing devils advocate, you say that flat Earthers would be uneducated because they believe the earth if flat which goes against physical fact or those who dont vaccinate because it goes against biology, but then would that mean that if you believe your a different sex than what biology and physical fact says that you couldnt vote cause your uneducated?

See, slippery slope determining who could vote in that perfect democracy, that by very nature would not be a democracy if all couldn't vote.... and BTW, of coarse I vaccinate
