Weather Effects

While there are weather related voodoo, there should also be general weather effects. From a realistic POV, ships during those days faced adverse weather regularly, the same should be applied to the game.

- Can affect any fleet not in port.
- Chance of a fleet being affected is < 10% per each route (Should be small but not too small where it is unlikely)
- Effects can include travel time, loss of cargo, loss of crew, or ship damage
- Effects do not affect all ships in fleet with exception to travel time
- All effects are minimal (less than 5%) with exception to travel time
- Travel time should make the fleet move baseline 1 speed slower than the slowest ship. For Example: if slowest ship is moves at a speed of slow, during effect it would move at baseline speed of very slow.
- If the slowest ship is "Very Slow" the fleet speed is should be calculated with baseline Very Slow with half crew.

One of my first suggestions. Definitely needs a little work but generally I still think is a good idea.

Would add risk and unpredictability to trade routes and ship movements.
