I like this one Chin. I would also add that it should be Undercover. Same, whatever formula the others go by to remain undercover.

And maybe use the name "Garnishment". Just like in RL where your check is Garnished for what ever reason.

I think there is a good enough of hidden voodoo out there. Rather keep it the way it is.

My opinion.

More game mechanic implementation = More game voodoo.

Closed treasury would imply that the money did not leave the national treasury and should still belong to the government.

if the money is lost I would call it

- Embezzlement - a treasury worker stole the payment
or perhaps Audit - the payment is tied up in red tape permanently

could be a damaging card for a player or a used against a nation.

you could change it to Fraud and the casting player could receive all or a % the stipend payment - however this may be taking it to far.
