One option:

The card takes 20%-30% of the target's stipend or 20%-30% of the target's (manual) disbursement. Once a stipend or disbursement is stolen the card is removed.

Another option:

Effect - Target player does not receive a payment from their countries royal stipends. Royal Stipend money is lost.

Another option:

If the target player cast onto you before. x% of the Royal Stipend money goes to the caster.
x = Amount of turns contributed X 2.
Max = 15 turns

After re-reading, I like this one the most.

I think caster should get some of the stipend golds like %20 Avenge will make it increase to %40. This voodoo targets one player at a time its not a huge deal to prevent nations to stop auto stipends. And its not nation's responsibility. its stipend owners to take care of it.

But if a nation will get targeted directly with a lot of that cards than it will be hard for nations. and it will stop stipend payments like PK said. which will make this voodoo useless.

Maybe a hard cap of daily total 3 cast per nation will help to prevent that happen.

In order for this card to work as help to do raids around server midnight, the entire stipend has to be stopped. If it just stops part of the stipends, that effect is gone. With that effect gone, I really don't see much use for this card.

What if Stipends were paid at 12:00 instead of 0:00? I think that may provide some opportunities for pirates.
