Port Extras

-Every port gets coffers.
-Coffers are managed by Governor.
-Coffers fill up through legislated prerequisites (new law). Feel free to suggest how.
-Coffers will initially be used for 2 purposes:
1)Governor will be able to set an amount for public works (right now the only public works are port acres expansion, so we are effectively adding an extra way to expand acres. This is useful to multi-port nations that can only expand 1 port at a time).
2)Governors will be able to offer a bonus price per immigrant brought to port. This will be tax free.
Remember, each cargo space fits 2 immigrants. So a howker can bring 160 Immigrants. For a bonus of 2gc per immigrant, that's 320gc transport.
To guard against misuse, you will not be able to pick up Immigrants from a port that you just offloaded immigrants for a bonus.
This ability will only be offered with the new trade route system.

Only thing I can think of now is expanding taxes on NPCs again. It once was 10gc and was reduced to 5gc to reduce the abuse of population growth (which is still an issue, please activate Natural Disasters).
My idea is an older one in which the Tax dynamically affects Population (citizens happiness). Much like how the plantation happiness is now. Each nation can decide a range of tax 1gc - 10gc per NPC. However the higher the tax the more unhappy the population is. If unhappy they (Leave, riot, revolt, murder, etc..). If tax rate is low they are happy and they give perks like (natural population growth, maybe +1 or +3 sell credit per crate in port for its nations citizens, etc..)
Not sure it makes sense to have two separate places to increase port acres. I would keep the current model to expand acres but the taxes need an update/refresh

I like the idea of coffers, and would love to see it play an even larger role in ports with port upgrades and/or buildings in the future.
+1 as well to shadows mention of a selective tax rate that can affect population growth, exodus and happiness.

I like the idea of coffers. In fact I presented an almost identical suggestion within my Forts suggestion, except I just called it Port Treasury. It opens the doors for considerable port specific development and management.
A couple of ideas to consider:
Coffer Funding
Taxes Update:
An update to the tax system would be needed. The formula would for all intent and purpose be the same; however, the formula would be applied to each port population instead of total nation population. This would allow for a couple of possibilities, to include port specific tax rates, and use of taxes to fund the coffers instead of or in addition to the nation treasury.
Tax Distribution Law:
Law allows for the nation to configure the automatic distribution of port's tax income.
- If the law is not defined for a port, by Default all NPC tax income from a port is deposited to the Nation Treasury.
- Defines the amount of tax income that is sent to the coffers by either percentage or monetary cap.
- For example:
---- Nation (A) enacts this law for port (AB) with 40% of tax income deposited to Coffer.
---- Remaining 60% of port tax income is deposited to Nation Treasury
OR
---- Nation (A) enacts this law for port (AB) with a monetary cap of XX.
---- Any tax income that is less than or equal to the cap is deposited to the coffer.
---- Any tax income that is greater than the cap, the cap amount is deposited to the coffer and the remaining goes to the Nation Treasury.
Tax Grant Law
Law allows a one time payment from the Nation Treasury to a port's coffers.
- Would follow the same rules as Treasury Payout except the receiver is the port Coffers.
Coffer Suggested Changes/Updates
Market Income
I may be wrong on this but I believe that a percentage of the port market sales goes to the nation's treasury. I would suggestion that these automatically go to the Coffers.
Nation Changes
I would suggest that any money in the coffers stay with the port upon nation changes and that all Governor coffer settings return to default. If the nation overloads the coffers, that's their own fault.
Treasury Deposit
I would suggest that the Governor can optionally allocate a percentage of the coffers to be deposited back into the Treasury daily. No more than 20%. Default is 0.
Coffer Governor Changes
I would suggest that the Governor can make changes unilaterally but changes to the coffer settings have a take effect time, 2-3 days.
Plantation Acreage
I would suggest that the Expand Port Acres law be repealed. All Acreage development should come from the Coffers. Governors can allocate a set amount of funds to be added to the acreage development daily or a one time fund. Once allocated, the funds are locked.

These coffers - do they stay with the port or the nation upon a port control change? In other words, where does the swag go if there is a change in which nation controls the port?

If it follows the port, I guess so. If that's the case, I think it should be locked for 24h whenever the port nation changes, though.
