Withdrawal funds from banks closed due to inactivity.

This should be changed/adjusted. Unless there are no funds in the bank, all players (with exception to an owner who is pirate) should be able to withdraw funds from a bank regardless of it being closed. Closed banks should only prevent new deposits and use of that Credit feature if the bank level is high enough.

How about a feature whereplayers could rob these banks . Like using a commandeer card for ships of inactive players.
