Gathers 3 fleets by #ID to the target port of your choice. The fleets gains danger similar to arrival to a new port, HNs works.
Fleets also gains 5 - 10% damage at land.
Fleet goes to the target port you assign but at X2 faster.

So do the fleets travel to the port instantly? If they are in a trade route does it pause their route? So it adds an additional danger when entering the port?
