Interesting idea. Don't know if it is needed since we have "Control Skies" voodoo.

What are you trying to accomplish with this that Control Skies doesn't do?

Control the Skies, Favorable Winds, and Flying Dutchman control ship speed. One slows down, one speeds up, and one is instant; however, they all must Dock at the port when they arrive. During that time, the fleet is unavailable to all activity. You can't remove cargo or add new cargo. You can't remove or add new ships to the fleet. You can't send it to a new destination. This voodoo effectively extends the time your fleet is unavailable.

If used correctly, one could cast on a player that has gold bar fleets and effectively make those fleets sitting ducks for skirmishes for up to 10 mins.

I like it. So if this voodoo is active then a Flying Dutchman would not work. It would fail altogether or it would send the fleet to port, but then suffer the waiting period?

+1

Flying Dutchman would still work making the travel instant, but the fleet would have to suffer the waiting period.

+1 as is - this is an variation that might make it even more useful

as described this only affects inbound fleets, I would suggest that if this is cast on a fleet already loading it has the same delay but on departure, and in this instance the cargo at risk is the cargo shipping not the cargo being delivered.

so one could hit fleets arriving on the gossip page or if timed correctly possibly hit fleets loading for departure and catch them on the way out. That would give you more options on target cargo.

Dutchman could also be used w as an offensive card with this card to move a fleet to port for skirmish.

I had a similar thought, I was going to suggest a separate card for "Preparing Trade Route"

I think something like this might work. I can see some use for it. Evaluating it is difficult, though.

Also, I predict it might not be used VERY often, and thus "pile up", as it is uncommon. Yet, it has not the necessry value to be rare.

I dont see how this does that much more than 'Control the Skies' : it extends a journey by 5 minutes, which CTS does easily enough already : I can see the delay in off-loading would create a short window of opportunity at the unloading port, but only if you are hunting at that end and refresh your port gossip page every 2-3 minutes : whereas, if you hunt at the originating port, you have up to 30 minutes to skirmish the target fleet from that port gossip page and dont need to cast this new card anyway.
I'd add in that the actual swapping of cargo at the arrival port can take many many minutes already, if the fleet has to wait for danger to drop before departing on the next leg, so again, yes thats a bit random but so is this card, really.
