You lose 2% of your influence in target port but 80% of the influence lost turns into population on target port.
Max of 10 can be used per day.
Influence in target port must be at least 1,000,000 or higher.

-1 because it sounds like a Guluere suggestion. Wait it is a Guluere suggestion.

-1 because most players who are going to have at least 1M influence in a port are likely to have acquired that influence by use of Build Up Port, which produces both influence and population. Influence is gained at a rate of 9.8% of gc spent and population at a rate of 10% (I calculated this out previous, but I could be off with the population). This would only be useful to players that have large quantities of influence where the use of influence voodoo can replenish the influence at a greater rate than Build Up Port.
